Start with a penetration schedule

In fire stopping work the quote is built on the penetration schedule, not on the product list. Record every penetration on site by level, grid line or room, with the service type (plastic pipe, metal pipe, cable bundle), pipe size and the wall or floor construction. The schedule drives both material quantities and the labour line, and it removes most arguments later.

How to group the line items

Fire stop and acoustic sealant: cartridges, based on the number of penetrations.
Fire collars: one line per size (75 and 55 in this example).
Labour per penetration: countable and easy to check at valuation.
Labelling and records: a label, photo and entry in the handover file for each penetration.

Where the fire rating comes from

The required period and rating come from the project fire strategy and the specification, not from the installer. Write "to suit the fire strategy" instead of your own assumption, and state that the approval documents for the system used will go into the handover file. If the wall type or pipe material on site differs from the drawings, say that the product choice will be checked again.

Write down what is excluded

Making good oversized openings, removing ceiling tiles, access equipment and out-of-hours work are often priced separately. If they are not included, list them as exclusions. State that new penetrations created later by other trades will be charged at the unit rate, which avoids disputes at final account.

VAT, validity and valuations

Commercial fire stopping is charged at the standard UK VAT rate of 20%; check whether the domestic reverse charge for construction services applies to your contract. If you price per penetration, state that valuations follow the counted and labelled penetrations, and give the quote validity and lead time.
